Project Manager Role in Sharya IDP Camp, Duhok, Iraq

Position Overview:

As the Project Manager at the Sharya IDP Camp in Duhok, Iraq, your role is pivotal in ensuring the effective implementation and management of AOO’s activities aimed at providing specialized protection case management services and protection information services to conflict-affected communities, particularly vulnerable individuals such as war victims and survivors of violence and abuse.

Key Responsibilities:

Project Planning and Implementation:

Develop detailed project plans outlining objectives, activities, timelines, and resource requirements in coordination with relevant stakeholders.

Oversee the implementation of specialized protection case management services and protection information services within the Sharya IDP Camp, ensuring adherence to international protection principles and standards.

Team Management:

Recruit, train, and supervise a team of case managers, outreach workers, and support staff to deliver high-quality services to beneficiaries.

Provide ongoing guidance, support, and capacity-building opportunities to team members to enhance their effectiveness and performance.

Monitoring and Evaluation:

Establish robust monitoring and evaluation mechanisms to track the progress and impact of project activities.

Regularly collect and analyze data to identify challenges, successes, and areas for improvement, and use findings to inform decision-making and program adjustments.

Partnership and Coordination:

Foster strong partnerships with relevant stakeholders, including local authorities, humanitarian organizations, and community leaders, to ensure effective coordination and collaboration in service delivery.

Liaise with the Directorate to Combat Violence Against Women (DCVAW) and other key actors to facilitate timely referrals and access to essential services for beneficiaries.

Quality Assurance and Compliance:

Ensure that all project activities comply with AOO’s policies, donor requirements, and international standards for protection and humanitarian assistance.

Conduct regular quality assurance checks and provide feedback to staff to maintain service quality and adherence to best practices.

Community Engagement and Advocacy:

Engage with beneficiaries and community members to solicit feedback, address concerns, and promote participation in project activities.

Advocate for the rights and needs of conflict-affected communities, particularly vulnerable individuals, at local, regional, and national levels.

Qualifications and Experience:

Bachelor’s or Master’s degree in social work, international development, humanitarian assistance, or a related field.

Proven experience (3 years) in project management, preferably in humanitarian or protection programming contexts.

Strong understanding of protection principles, case management approaches, and gender-based violence (GBV) prevention and response.

Excellent leadership, communication, and interpersonal skills, with the ability to work effectively in multicultural and challenging environments.

Fluency in English; knowledge of Kurdish or Arabic is advantageous.

Commitment to humanitarian values, gender equality, and the empowerment of marginalized communities.

Specific Tasks:

In the Sharya IDP Camp in Duhok, Iraq, a case manager undertakes various specific tasks aimed at providing comprehensive support to displaced individuals and families:

  1. Assessment: Conduct thorough assessments of each family or individual’s situation, including their needs, vulnerabilities, skills, and aspirations.
  2. Action Plan Development: Collaborate with residents to develop personalized action plans based on assessment findings, outlining specific goals and steps to address identified needs.
  3. Service Coordination: Liaise with relevant service providers, including healthcare facilities, educational institutions, and humanitarian organizations, to coordinate access to essential services such as healthcare, education, psychosocial support, and livelihood opportunities.
  4. Advocacy: Advocate for the rights and interests of the residents within the camp and in interactions with external stakeholders, raising awareness about specific issues affecting the displaced population and lobbying for policy changes.
  5. Support and Guidance: Provide ongoing support and guidance to residents, helping them navigate bureaucratic processes, understand their rights, and access available support mechanisms.
  6. Progress Monitoring: Regularly monitor the progress of residents in achieving their goals, evaluating the effectiveness of action plans, and making adjustments as needed to address emerging needs or challenges.
  7. Crisis Intervention: Provide immediate assistance and support in crisis situations, such as emergencies, conflicts, or health crises, ensuring the safety and well-being of residents.
  8. Empowerment: Facilitate skills development and capacity-building activities to empower residents to become self-reliant and actively participate in decision-making processes affecting their lives.
  9. Documentation: Maintain accurate and updated records of resident assessments, action plans, service referrals, and progress reports, ensuring confidentiality and data security.
  10. Community Engagement: Foster a sense of community and social cohesion within the camp by organizing community events, workshops, and activities that promote interaction, cooperation, and mutual support among residents.

By fulfilling these specific tasks, the case manager plays a pivotal role in providing holistic support to displaced individuals and families in the Sharya IDP Camp, contributing to their well-being, empowerment, and eventual integration into the broader community.

Essential Criteria:

  1. Education and Qualifications:
    • Bachelor’s or Master’s degree in social work, international development, humanitarian assistance, or a related field.
  2. Project Management Experience:
    • Proven experience of at least 3 years in project management, preferably in humanitarian or protection programming contexts.
    • Demonstrated ability to plan, implement, and monitor projects effectively, with a track record of achieving results.
  3. Protection and GBV Expertise:
    • Strong understanding of protection principles, case management approaches, and gender-based violence (GBV) prevention and response.
    • Experience in providing specialized protection services to vulnerable populations, including war victims and survivors of violence and abuse.
  4. Leadership and Team Management Skills:
    • Excellent leadership, communication, and interpersonal skills, with the ability to motivate and supervise a diverse team.
    • Proven ability to build and maintain positive working relationships with staff, partners, and community members.
