Role of the MEAL Officer:

The MEAL (Monitoring, Evaluation, Accountability, and Learning) Officer plays a critical role in ensuring the effectiveness, accountability, and learning within the project at the Sharya IDP Camp in Duhok, Iraq. They are responsible for designing and implementing robust monitoring and evaluation systems, facilitating beneficiary feedback mechanisms, and promoting a culture of learning and improvement within the organization.

Specific Tasks:

  1. Monitoring and Evaluation:
    • Develop and implement a comprehensive MEAL framework to track project progress, outputs, and outcomes.
    • Design monitoring tools, indicators, and data collection methods to gather relevant information on project activities.
    • Conduct regular monitoring visits to project sites to assess the quality and effectiveness of service delivery.
  2. Data Management and Analysis:
    • Collect, manage, and analyze data collected through monitoring activities to generate insights and recommendations.
    • Prepare accurate and timely reports, dashboards, and visualizations to communicate key findings to stakeholders.
  3. Accountability Mechanisms:
    • Establish and maintain effective beneficiary feedback mechanisms, including complaint and response mechanisms (CRM).
    • Ensure that beneficiaries have access to information about project activities, outcomes, and complaint procedures.
  4. Learning and Knowledge Management:
    • Facilitate learning events, workshops, and reflection sessions to promote knowledge sharing and organizational learning.
    • Document best practices, lessons learned, and case studies to inform future project design and implementation.
  5. Capacity Building:
    • Provide training and capacity-building support to project staff and partners on MEAL concepts, tools, and techniques.
    • Foster a culture of evidence-based decision-making and continuous improvement within the organization.
  6. Coordination and Collaboration:
    • Coordinate closely with project managers, technical specialists, and other stakeholders to ensure alignment of MEAL activities with project objectives.
    • Collaborate with external partners, donors, and other organizations to share lessons learned and promote good practices in MEAL.

Essential Criteria:

  1. Education and Qualifications:
    • Bachelor’s or Master’s degree in statistics, social sciences, international development, or a related field.
  2. MEAL Experience:
    • Proven experience of at least 2 years in monitoring, evaluation, and learning roles, preferably in humanitarian or development settings.
    • Demonstrated understanding of MEAL concepts, methodologies, and tools.
  3. Data Management Skills:
    • Proficiency in data collection, management, and analysis using software such as Excel, SPSS, or STATA.
    • Experience in designing and implementing surveys, assessments, and evaluations.
  4. Accountability and Communication:
    • Strong commitment to accountability to affected populations and principles of transparency and openness.
    • Excellent communication and interpersonal skills, with the ability to engage effectively with beneficiaries and stakeholders.
  5. Analytical Thinking:
    • Strong analytical and problem-solving skills, with the ability to interpret complex data and generate actionable recommendations.
  6. Adaptability and Flexibility:
    • Ability to work effectively in dynamic and challenging environments, with a flexible and adaptive approach to MEAL activities.
